As the program officer for the office of the president, Elayne manages the Office of the President and associated tasks.

In this role, Elayne ensures the smooth daily operations of the office of the president by collecting and analyzing information relevant to IREX initiatives, planning and executing events, coordinating internal and external meetings, preparing briefing materials, coordinating expense reporting, and more. She also manages select initiatives from the office of the president. Elayne acts as the primary liaison among organizational, senior, and executive management, and between the organization and the IREX Board of Governors and IREX Global Advisory Council. She is involved in the planning and execution of the bi-annual board meetings. She is also involved in the creation and implementation of IREX’s 2025 strategy.

As a program officer, Elayne conducts research, generates writing, and accumulates expertise on topics of import to the organization. She is the co-author of a piece entitled Fighting the Coronavirus Infodemic, which she wrote with IREX CEO Kristin Lord, and is currently working on other pieces for publication.

Before joining IREX, Elayne worked as the Washington Meetings intern at the Council on Foreign Relations, and as the programs intern at the European Institute. She is a participant in the Council on Foreign Relations Young Professionals Briefing Series. She holds a master's of international affairs from the Johns Hopkins School of Advanced International Studies where she studied international relations and international economics, and a bachelor's from Wake Forest University. She is fluent in English, French, and Dutch, and speaks conversational Spanish.
