Request for Proposals for Media Consultant in South Sudan

CSM-STAND is seeking proposals from qualified individuals to provide short-term technical support to a media project in South Sudan. 

 

Purpose

IREX is implementing the USAID-funded Sustainable Independent Media Activity’s (SIMA) in South Sudan to improve access to credible, accurate, and reliable information for South Sudanese citizens by promoting the sustainability of high quality, independent radio operations.

IREX is seeking a short-term technical advisor (consultant) to train and advise four SIMA radio partner organizations on their sustainability initiatives and on media advocacy partner organization on its organizational capacity strengthening, including but not limited to strategic planning, fundraising goals and execution, and audience/membership outreach

 

Proposal Requirements: 

Individuals interested in providing this service must submit a proposal, including a breakdown of costs, which demonstrates the individual’s capacity to:  

  • Advise independent media organizations on practical methods to increase their financial, social and/or institutional sustainability, through practical steps and with delivery of mentorship/capacity building.  
 

Duties and Responsibilities 

IREX expects that this deliverable based consultancy will begin in March through August 2024, working in South Sudan and remotely. Assignment may require travel across different states in South Sudan.  

  •  The consultancy will be for 40 days over the period March to August 2024. The consultant is expected to dedicate not more than 10 days per partner. It is also expected that the consultant will work with four (4) partners 

IREX may select multiple consultants to ultimately provide relevant needs and advisory support. The selected Consultant(s) will:  

  • Prepare customized coaching/mentorship approaches for three different media organizations, which will include reviewing key inputs that the Consultant identifies, as necessary. These inputs could include, but are not limited to, IREX-produced needs assessment and plans, partner organizations’ strategic plans, partner organizations’ radio and digital media content, and partner organizations’ staff list and financial records.  
  • Deliver customized coaching/mentorship to partner organizations in South Sudan, largely in Juba and potentially selected field location. Some coaching can be continued remotely in follow-up but note that the Consultant must be willing and able to travel to South Sudan as infrastructure challenges limit most partners’ ability to connect remotely. 
  • Produce a deliverable report and a final report of assessment, steps taken, and recommendations for IREX to implement through the SIMA project. 
 

Eligibility requirements

  • Demonstrated experience working in the media sector and sustainability, preferably in the East Africa region and/or South Sudan specifically. 
  • Proven results in overseeing or advising operations at independent radio or similar media, including community-based and/or national outlets, that could enhance media financial and programming strategy. 
  • Knowledge in identifying innovations in funding sources, including an understanding donor-driven environments and the context of an emergent economy. 
  • Professional level fluency in written and spoken English is required. Arabic language skill is a plus but is not required. 
  • Previous experience conducting analyses and studies of the media or civil society sectors.   
  • Expected daily rate in USD
