Luis R. Alarcón, Peru, is a journalist, writer and media researcher. He previously served as correspondent for the The Sun of Lima, the Chiclayo-based Sunday magazine La Industria, as well as a columnist for El Correo and La República. He is the founding director of the Sciences of Communication Career Center at Señor de Sipán University, which focuse on access to public information. He is also the author of three books on access to information in Peru and has published several articles in scientific magazines. He currently serves as Monitor of Freedom of Expression at The Instituto Prensa y Sociedad (IPYS), based in Lima, Perú. As part of IPYS, Alarcón is member of the methodology group of IFEX – ALC, and co-author of the Annual Report on Impunity 2012: Faces and Traces of Freedom of Expression of Latin America and the Caribbean.
