Request for Proposal: IREX Training for HR Staff

 

Summary

IREX seeks a firm (“the contractor”) that will collaborate with us to provide a one-time Training for U.S. Human Resources team.  The training must focus on the prohibition against pay discrimination, the legal requirements under the Equal Pay Act and Title VII of the Civil Rights Act of 1964, including those statute’s prohibition on retaliation. (the “Training”). The contractor must allow IREX to record the training.  Only one training session will be held. Services include but are not limited to no less than four (4) hours of live, interactive Training. 

IREX intends to select a single contractor for this work; however, IREX reserves the right to issue multiple or no contracts. Additionally, this RFP may be rescinded at any time up to the execution of a contract. Contractors may not budget or bill IREX for any costs incurred for the submission of the proposal under this RFP.

Project Performance Period

The contractor must complete all work for this project by November 21, 2025.  IREX requires the contractor to provide a draft of the Training material at least ten (10) calendar days prior to the scheduled Training date for IREX’s review and approval. 

 

Available staff at IREX

Margarita Fernandez (Vice President for Global Operations at IREX) will be available to provide oversight of this project.

Deborah Harrison (Human Resources Director at IREX) will be the contractor’s primary point of contact for the project. She will serve as the project manager

Proposal Requirements

Interested contractors must submit a proposal, including a breakdown of costs. The proposal should demonstrate the contractor’s capacity to provide a single point of contact for all aspects of the project and the approach and services that the contractor proposes.

Proposals must be accompanied by a budget in sufficient detail to determine the price elements, résumés of key staff that will be assigned to the project, a detailed description of the method used to perform the tasks, a preliminary schedule, and a list of similar projects, with references and contact information.

 

Proposal Submission

We request that contractors respond to IREX via e-mail to confirm their interest in submitting a proposal.

If you are interested in submitting a proposal on this project, please e-mail a proposal to Deborah Harrison at dharrison@irex.org. Proposals are due by October 29, 2025, at 11:59p EST. All proposals must be valid for a period of no less than ninety (90) calendar days from the closing date indicated above.

 

Proposal Evaluation

The criteria are listed in descending order, starting with the most important factors to be evaluated:

  • Experience in pay equity/anti-discrimination training
  • Proven work history with organizations of similar size and complexity
  • Overall price competitiveness
  • Flexibility and customer service
  • Portfolio of 5 most recent relevant/similar projects
  • References

IREX will evaluate and rank proposals in Washington, DC. IREX may at its discretion ask for additional information or request in-person demonstrations. The contract will be negotiated with the selected contractor.

 

Confidentiality

Any confidential information provided to the contractor by IREX or by any other source referred to by or related to IREX is to be treated in accordance with confidentiality requirements specified by IREX. All proposals received by IREX will become the property of IREX and will not be returned.
