IREX (International Research & Exchanges Board) is seeking proposals from qualified individuals to provide monitoring and learning expertise for short-term SAFE operations in East Africa – these may include trainings, individual risk mitigation, and workshops tailed to local contexts. This will include data capture for one or more trainings, follow-ups with beneficiaries, and reporting. The remaining time of the project is between 2-5 months. Please note this position is a consultancy-based job with a timeline depending on the needs of the project and funding.
IREX will prioritize local nationals based in East Africa with experience of working in the region and continent on digital safety or holistic safety issues.
IREX reserves the right to withdrawal this request for proposals at any time up to the award of the contract.
Proposal Requirements
Individuals interested in providing this service must submit a CV which demonstrates the consultant's experience and capacity to:
- Conduct data capture and evaluation of project activities and materials (using in-person and remote data collection tools) to assess learning outcomes and monitor training and consultation quality and implementation.
 - Support communications and follow-up activities with project beneficiaries, as outlined in the scope of work.
 - Communicate information obtained through evaluation activities.
 - Provide evaluation services and documentation in consultation with the Project Implementation Expert.
 - Write training and activity reports, analyzing results and trends within data for internal and external reporting purposes.
 - Based on findings and evidence, support program staff in developing strategies for program improvement.
 - Provide training and activity data, as well as promptly respond to any other monthly or quarterly reporting requests.
 - Evaluate participant’s reactions and attitude to learning in each lesson, evaluate comments and examples in order to verify a concept has been acquired by trainees.
 - Provide input on evaluation tools and practices in collaboration with designated project contacts.
 - Additional tasks may be agreed upon in writing as part of the consultant’s scope of work.
 
The ideal consultant will possess the following qualifications:
- Bachelor’s degree in relevant field required.
 - Demonstrated experience in leading project Monitoring, Evaluation, Learning efforts or strong background in data collection, analysis, and reporting.
 - Experience with applied research, qualitative and quantitative data collection and analysis methods, and indicator development and tracking; experience conducting MEL for education and training projects is highly preferred.
 - Knowledge of East Africa’s operating environment, especially as it relates to the media and civil society landscape.
 - Excellent analytical capability presenting key findings and recommendations.
 - Self-motivated and result oriented.
 - Excellent cross-cultural and interpersonal communications skills.
 - Experience working in high-risk environments is a plus.
 - Training-related experience is a plus.
 - Experience of working constructively as part of a small team.
 - Ability to travel within East African countries is a plus.
 - Excellent written and spoken English.
 - Proficiency in regional languages is highly preferred (e.g. Hausa, Yoruba, Lingala, Swahili, Amharic or Somali).
 - In-depth knowledge of journalism sector as well as operating environment and media landscape in Africa;
 - Demonstrated computer skills, including Microsoft Office.
 
IREX may at its discretion ask for additional information, including references. Issuing this call does not commit IREX to select any applicant/expert. IREX might select more than one candidate from this call. IREX reserves the right, based on availability of funding and consultant(s) performance, to enter into subsequent contractual agreements with the winning vendor(s) for a period of up to three years without issuing a new call for applications.
