Workforce Development in Ukraine: Evidence-Based Approaches for Recovery and Resilience

Ukraine's labor market has been reshaped by war-related demographic shifts, displacement, and persistent skills mismatches, leaving critical sectors short of workers even as jobseekers struggle to find viable pathways into available roles. In this context, evidence-based programming can accelerate reintegration, improve job quality, and reduce unemployment during recovery. IREX's decades of experience delivering workforce development in Ukraine and globally provides a unique foundation to connect people to real economic opportunities. We apply an integrated, evidence-based model, prioritizing market-relevant skills, career navigation, sustained mentorship, community partnerships, and systems strengthening to ensure programs are inclusive, responsive, and aligned with labor market demand. 

To date, IREX has engaged over 24,000 youth in workforce readiness and supported more than 2,000 veterans with employment services in Ukraine, with 70% of participants reporting positive career outcomes, including new employment or better job alignment. This evidence brief describes how IREX delivers measurable employment outcomes for youth, veterans, and internally displaced people while strengthening the labor market systems that Ukraine's recovery depends on.
