Emmanuel Lamptey is a director of program delivery at IREX, where he strengthens project management systems and processes that enable efficient, high-quality program delivery. With more than 18 years of experience in international development and operations, he uses data-informed decision-making to improve organizational performance and implementation results. 

Over his career, Emmanuel has provided country and headquarters oversight and strategic management support to country portfolios in East and West Africa, the Middle East and Latin America. He joined IREX in 2023, leading the Project Services Team (PST) providing end-to-end support to teams across the organization. Previously, Emmanuel spent 14 years at PACT, serving as Deputy Director of Global Programs and Operations, Country Director, and Program Manager in multiple Africa-based roles. He has lived and worked across sub-Saharan Africa, including Ghana, Nigeria, Tanzania, South Sudan, Kenya, Somalia, and Liberia. 

Emmanuel holds a master's degree in diplomacy and international Relations from Seton Hall University and a bachelor's degree in political science from The College of Wooster.
