Amber Kubera is the senior director, global operations and management at IREX, providing strategic and operational leadership across a complex international portfolio. She ensures global support services meet programmatic needs and leads reviews and process improvements across the areas of global security, operations, insurance, legal support, travel, facilities, policy development and risk mitigation.  

Amber has 25 years of experience in the humanitarian sector, most recently with the International Rescue Committee (IRC) as the Director, Award Management for West Africa, where she led the team responsible for business development and award management support for nine country programs, and developed project management systems and tools used globally. She has previously worked with the United Methodist Committee on Relief (UMCOR) and Doctors Without Borders/Médecins Sans Frontières (MSF) covering programmatic portfolios across sub-Saharan Africa, the Balkans, and Indonesia. 

Amber holds a master's degree in international Affairs and an Advanced Certificate in East Central Europe from Columbia University’s School of International and Public Affairs (SIPA), and a B.A. in Anthropology from New York University. Her work has contributed to published research on global health and governance, including an article in BMC Public Health and an Institute for Research and Debate on Governance volume. She has professional proficiency in French and Serbian.
