Seeking proposals to develop a learning management system for an online media literacy course

The Media Literacy in the Baltics program is seeking a consultant or firm to develop a learning management system (LMS) to help teach media literacy in Estonia, Latvia, and Lithuania.

Purpose

IREX, with support from the U.S. Department of State, implements the Media Literacy in the Baltics program. The program supports media professionals to provide audiences with quality journalism and increase their awareness of disinformation.

IREX, in consultation with its local partners, is planning to develop a learning management system as an online media literacy training resource that will equip citizens in the Baltics with the knowledge and skills necessary to critically engage with the media they consume, making them more resilient to misinformation and disinformation. The budget ceiling for the LMS is $60,000 USD, including VAT.

Eligibility requirements

The service provider will be selected based on the following criteria:

  • Overall price competitiveness (25%)
  • Proposal's compliance with LMS key features (20%)
  • Technical expertise and organizational capacity (20%)
  • Qualifications of key personnel (10%)
  • Experience in LMS development (10%)
  • Flexibility and customer service (5%)
  • Creativity in approach (5%)
  • Experience in collaborative projects (5%)

IREX will evaluate proposals in Riga, Latvia, and Washington, DC. IREX may at its discretion ask for additional information.
