Purpose: IREX is seeking Libyan partners to support the implementation of the Libya Very Verified learning platform. Partners will receive funding  to use and implement the platform for skills-building, select local facilitators for hybrid and online trainings, and found the Libya Tatahaqaq network. Awards will be for 6 months, September 2022 – February 2023.

Eligibility requirements

  • Be officially registered and working in compliance with all applicable civil and fiscal regulations, including, but not limited to pertinent local laws and status.  In lieu of official registration, a sub-grantee may show proof of effort to secure registration, exemption from registration, or show cause why such registration is either not optional or practicable 
  • Meet the program objectives and principles 
  • Contain expected outcomes and results consistent with and linked to the program objectives 
  • Applicant is not a debarred organization 
  • Have or be able to apply for a Unique Entity Identifier Number (UEI)

Program Overview

IREX, with support from the U.S. Embassy Libya, implements the Very Verified Libya program to help Libyan youth develop the critical and analytical thinking and emotional regulation skills they need to be able to discern misinformation and manipulative content from factual reporting. Libyan youth will also develop the digital wellbeing and awareness to navigate their information space, and the digital citizenship and empathy-building skills to engage in community life as the country takes tentative steps toward reconciliation and peacebuilding.

During the first phase of the program, the IREX team reached out Libyan organizations, and involved team members in piloting the online course, named Libya Tatahaqaq.

In this the second phase of the program, IREX seeks to work with Libyan organizations from several locations in and out of Libya (including Benghazi, Tripoli, Sabha, and Tunisia) to form the Libya Tahaqaq Partner Network. IREX and the US Embassy will identify the anchor partner - the organization that will serve as the backbone of the network. Our goal is to have 4-6 partners in the network. IREX will facilitate an inclusive process that will support each of the partner organizations to become even more effective, and able to integrate the Libya Tatahaqaq learning platform into their activities.

This fund may provide up to 15,000 USD per organization. IREX reserves the right to accept one or none of the proposals submitted. 

Subgrant awards will support staff time to work on the Libya Tatahaqaq trainings, honoraria for community training facilitators, a Training of Trainers (TOT) in Tunisia, and other activities as determined in partnership with IREX. Awards will be for 6 months, September 2022 – February 2023.

Activities  

Learning Management System, online course development & facilitator manual. Led by IREX with budget allocation by IREX.

Select 6 to 8 facilitators per partner organization. Led by partner and IREX with budget allocation by partner. 

Attend Training of Trainers, held over 4 days in Tunisia for 6 to 8 facilitators from each partner. Training to be held between last week of September, to first week of October. Led by IREX with budget allocation by IREX.

Partner Capacity Building Plan and realization. Led by partner and IREX with budget allocation by partner.

Cohort One: Train 125 youth in Libya on the Libya Tatahaqaq LMS (October to December 2022)*. Led by partner and IREX with budget allocation by partner.

Attend one day online refresher ToT for facilitators (December 2022). Led by IREX with budget allocation by IREX.

Cohort Two: Train 125 youth in Libya on the Libya Tatahaqaq LMS (January to February 2023). Led by partner and IREX with budget allocation by partner.

Build Libya Tatahaqaq partner network (4 to 6 partners that work across Libya). Led by all partners and IREX with budget allocation by IREX.

IREX will lead launch of the Libya Very Verified LMS and in coordination with the partner network design an outreach and communications plan that is responsive to the Libyan environment and youth in different areas of the country.
