Jesus is a senior technical adviser for data and digital development in IREX’s Center for Applied Learning and Impact. He supports the organization to advance the ideation, design, and integration of data-driven products, digital technologies, and related strategies across programs, practices, new business development, and strategic partnerships.

Jesus leads the implementation of the “data thrust,” IREX’s organizational priority to help public-serving institutions and leaders use data and evidence more effectively to serve individuals and communities.

In previous roles, Jesus was director of technology for impact at Mercy Corps with a geographic focus on Africa. He has also been an independent adviser to nonprofits, multilateral organizations, and social impact organizations in data for development strategies, digital development, and digital transformation. Before that, Jesus found his passion for applying information and communications technologies for development during his 16 years in the telecom sector, where he worked in both developed and emerging markets.

Jesus considers himself a humanitarian and a seasoned data and technology adviser and program director with experience in well-established corporations, start-ups, and NGOs. He has worked around the globe in Europe, the Middle East, Asia, Africa, and the Americas, often in complex and volatile environments. He is passionate and motivated to find responsible and ethical ways of closing the digital divide—fostering digital inclusion and digital equity of the most vulnerable, including the unconnected—by adhering to the Principles for Digital Development.

Jesus has a master of arts in international relations from the Fletcher School of Law and Diplomacy. He is fluent in English and Spanish, and has a beginner’s level of proficiency in French.
