Andrey Tolstikov observed research management at a US university during his program, and investigated how university grant divisions function to identify and pursue new funding opportunities, assist faculty and staff with developing proposals to external sponsors, monitor legislative initiatives, maintain a grant monitoring system, and coordinate resources throughout the university in support of sponsored programs. Upon return to his home university, he planned to establish a grants division and conduct various seminars on grant management to his colleagues and university administration.
