Strategic Planning and Program Evaluation at the National, Regional, University, College and School Levels

The decentralization, and also powerful development of research and 40 entrepreneurial components of American Universities, of their informational openness, determine key differences in the area of Strategic Planning and Program Evaluation, decision making and management as a whole between systems of Higher Education in the US and Russia. Of course, there is one additional important difference – the financial prosperity of higher education systems in the US. However, firstly, global financial background is not the subject of management in the area of Higher Education. Secondly, this difference declines in the circumstances of financial challenge; this challenge and challenge of unpredictable environment turbulence are key ones for Russian system of Higher Education as well.
