Spring 2013 University Administration Support Program (UASP) Fellows

UASP Opening Workshop 2013

In Spring 2013, the University Administration Support Program brought thirteen leading higher education administrators from Armenia, Georgia, Ghana, Tanzania, Uganda and Ukraine to conduct research on a range of university management topics at host universities across the United States.

Acting Deputy Registrar

U.S. Host: University of South Carolina

Management Topic: Human Resources

Francis Akrono is the Acting Deputy Registrar for the University of Education, Winneba in Ghana. He manages the satellite campus at Ajumako Campus University of Education in the Central Region. His responsibilities include managing human resources and general administration issues, academic and student affairs, estate and municipal services, and outreach with external agencies.  Francis’ goal is to develop a Human Resources Management system. He received his M. Phil. in Development Studies (Human Resource Development) and B.Ed from University of Cape Coast. He has received diplomas and certificates in the following fields: Public Administration (2011), Monitoring and Evaluation (2009), Human Resource Management (2007), Economics (1995).

Management Topic: Academic Department Management

In Oleksandr Fisun’s capacity as Department Chair of Political Science at the V. N. Karazin Kharkiv National University in Ukraine, he provides leadership and seeks excellence in teaching, research, outreach and service activities. In addition, he is a lecturer and researcher and is responsible for curriculum planning and assessment, faculty performance review and evaluation, and student advising.  Oleksandr hopes to improve strategic planning, student assessment and faculty evaluation, and increase department autonomy to allow for more creative activity. He received his PhD in Political Science in 1990 and a Doctor of Political Science from the Ivan Kuras Institute for Political and Ethnic Studies from the National Academy of Sciences in Kyiv, Ukraine in 2009.

 

Tamar Gogua

Chief Specialist, Department of Scientific R&D

U.S. Host: Rutgers University

Management Topic: Research Management

Tamar Gogua is Chief Specialist of the Department of Scientific Research and Development at Ivane Javakhishvili Tbilisi State University (TSU) in Tbilisi, Georgia. In this role, she oversees the research grant process from proposal to reporting, and advises faculty and students research projects and opportunities. She collects and reports research performance data. She received her Ph.D. in Technical Sciences from Georgian Technical University (GTU) in 2004 and her MS in Applied Mathematics in 2000. She is a Cisco Certified Network Associate (CCNA). Tamar is interested in Research Management, specifically in managing intellectual property and technology transfer, and hopes to create a Technology Transfer Office for TSU.

 

George Habib

Director of Internal Audit

U.S. Host: Ohio University

Management Topic: University Financing

George Habib leads and manages a diverse team of 36 auditors as Director of Internal Audit for the University of Ghana. He trains auditors from University of Ghana and other institutions in internal auditing methodology and serves on the business and executive committee and the development committee. George hopes to establish a monitoring and evaluation framework to oversee university finance. George received his MSc in International Audit Management and Consultancy. His professional Qualifications include the Institute of Internal Auditors (MIIA); the Association of Chartered Certified Accountants (FCCA); The Office of Govt. Commerce – Certified Gateway Reviewer.

 

Stephen Kateega

Makerere University

Deputy Dean of Students

U.S. Host: Indiana University

Management Topic: Campus Life/ Student Services

Stephen Kateega is the Deputy Dean of Students for Makerere University in Kampala, Uganda. His responsibilities include monitoring the welfare and discipline of all university students and overseeing student accommodation, meal plans, sports and recreation, and the worship and counseling centers. Stephen has two master’s degrees, an MA in Public Administration and Management and a Masters of Education in Teaching English Language and Literature, as well as a Post-Graduate Diploma in Human Resources Management. Stephen hopes to research best practices in campus life and student services and apply new strategies to Makerere University campus life and student services.

 

Robert Khachatryan

Head of the Chair on Education Management and Planning

U.S. Host: The College of New Jersey

Management Topic: Strategic Planning

Robert Khachatyran is Head of the Chair on Education Management and Planning for Yerevan State Linguistic University (YSLU) in the Republic of Armenia. His responsibilities include participation in strategic planning meetings and structural reforms, and oversight of the MA in Public Administration program.  He lectures on administration theory and education management. His goals include developing a strategic planning research paper for professional, practitioners and improving YSLU’s monitoring and evaluation systems and HRM model. Robert received a PhF in Philology from Yerevan State University 2008 and a MA in Public Administration from the University of Kansas in 2010.

 

Illya Khromov

Deputy Dean, Faculty of Technology and Automation of Machine and Tool Engineering and Transport

U.S. Host: University of Missouri

Management Topic: Tech Transfer

Illya Khromov is the Deputy Dean of Faculty of Technology and Automation of Machine and Tool Engineering and Transport for the Sevastopol National Technical University in Ukraine. His responsibilities include assisting with faculty members’ educational, methodological and research work, coordinating faculty activity in the scientific subdivision, and participating in faculty and university Academic Council.  Illya has a terminal degree (comparable to a PhD) in Engineering from the Z. I. Nekrasov Iron and Steel Institute of the National Academy of Sciences of Ukraine. He plans to develop a technology transfer office and engage university faculty in research.

 

Philip Kwesiga

Position: Chair/ Head of Department and Associate Professor, Visual Com. Design & Multimedia

Montclair State University

Management Topic: Academic Department Management

Philip Kwesiga is the Head/ Chair of the Department of Visual Communication Design and Multimedia, School of Industrial and Fine Arts (MTSIFA) in the College of Engineering Design Art and Technology (CEDAT) at Makerere University in Kampala, Uganda.  He oversees administration and finances, supervises staff, advises students, manages outreach and external affairs, is an academic board committee member and serves as school representative to senate. Philip has a Ph.D. in Art and Design Education a Masters in Fine Arts in Industrial Ceramics. His exhibitions have been held in London, Uganda, Tanzania, Kenya, Netherlands, Italy, Cuba, Belgium, and Israel. He is interested in Academic Department Management.

 

Dmytro Lobanov

Director of the Center of Employment for Students and Graduates

U.S. Host: Eastern Washington University

Management Topic: Campus Life/Student Services

Dmytro Lobanov is V.N.Karazin Kharkiv National University’s Director of the Center of Employment for Students and Graduates.  His responsibilities include organizing events to improve student and alumni employability, including workshops on CV writing and interview and career skills. He also works to promote university reform in the field of student and alumni employment, collaborates with top employers to engage them in the academic process, and supervises Center staff.  Dmytro has an MA from the School of Geology and Geography and a BA in economics from the V.N. Karazin Kharkiv National University in Ukraine.  Dmytro plans to reform the graduate placement system and increase alumni and student competitiveness in the labor market. 

 

Edwin Mashayo

Position: Head of Administration and Human Resources Management

Management Topic: Human Resources/Administration

Edwin Mashayo is the Head of Administration and Human Resources Management for the College of Engineering and Technology at the University of Dar es Salaam in Tanzania. In addition to managing HR for the College, which has a staff of over 320 people, Edwin assists in administrative issues, prepares staff, board and management meetings and events such as conferences and alumni reunions. Edwin is pursuing a Ph.D. in Human Capital Development and completed an MA in Development Studies in 2011. He serves on multiple boards and committees. Edwin intends to develop a more effective and efficient HR system and plans to develop trainings on HR and university administration.

 

Teimuraz Papaskiri

Vice-Dean of the Faculty of Humanities

U.S. Host: University of Nebraska-Omaha

Management Topic: University Financing

Teimuraz Papaskiri is Vice-Dean and Full Professor of the Faculty of Humanities at Ivane Javakhishvili Tbilisi State University in Tbilisi, Georgia. His responsibilities include overseeing faculty budget and finance, monitoring faculty teaching process, advising students, and managing 77 people. As a graduate student, Teimuraz specialized in “Modern and Contemporary History of Europe and America.” Previously he studied history and law at the Ivane Javakhishvili Tbilisi State University.  He participates on various boards in the field of history. Teimuraz is particularly interested in nonprofit academic budget management and design. He hopes to improve financing in his department and university.

 

Nataliya Rubtsova

Vice-Dean of Biology

U.S. Host: Indiana University

Management Topic: Campus Life/ Student Services

Nataliya Rubtsova is Vice-Dean on International Affairs and the faculty of Biology for the Zaporizhzhya National University (ZNU) in Ukraine. In the area of grant management, she monitors international research projects and advises faculty and students in international grant applications. She also administers programs to promote career preparedness, multiculturalism, tolerance, and international awareness for students. Nataliya intends to improve ZNU’s career services capabilities and better prepare students for fulfilling careers.  She received her Kandidat nauk (equivalent to a PhD) and MA in Biology from the I.I. Schmalhausen Institute of Zoology of National Academy of Sciences of Ukraine.

 

Mary Tizikara

Makerere University

Kampala, Uganda

Director of Human Resources

U.S. Host: Kent State University

Management Topic: Human Resources Management

Mary Tizikara is the Manager of Human Resources at Makerere University in Uganda. She has 20 years of administrative and human resources experience in higher education, including recruitment, staffing, training and development, as well as performance management. Mary has a MA in Higher Education Management and a Post Graduate Diploma in Human Resources Management.  She hopes to improve human resources operations, improve staff retention and develop and use best practices.
