Financing system of SUNY Plattsburgh, comparison with Armenian system of Higher Education

Armenia’s higher education is about to be integrated to the European Credit Transfer System and the right and correct financial regulations play their significant role in going the right direction. I hope this paper will assist Armenian Higher Education administrators in drawing up best practices on a university level, although some of my points could be implemented by the permission of the Armenian Government.
