Democratization through School Leadership Policy Borrowing in Azerbaijan (Research Brief)
This research examined capacity-building among educational leaders in Azerbaijan, in order to assess the potential impact of school leadership in promoting schools that function with accountability and transparency. Local and international stakeholders have recently recognized that the lack of professional training for school principals hampers educational innovations aimed at democratizing schooling. As a new initiative in Azerbaijan, school leadership preparation has yet to be examined as an “imported policy.” School principals, leadership trainers, and policymakers were interviewed to document perspectives on school leadership vis-à-vis democratic transformation.
