Agron Alibali The main research question was whether the constitutional development of a country should be a wholly domestic process, a foreign-led constitutional exercise, or a domestic-led combination of local constitutional traditions with common internationally recognized constitutional values.
In the case of Albania, this question is considered by comparing the drafting process of the Interim Constitution [1991-1994] with the present Constitution [1998].
