This research was inspired by a desire to find answers to questions I get everyday as Vice-Dean for Pedagogical Work at my university in the Ukraine. There, the most common answers are “one should change educational (state) system in Ukraine entirely” or “we know what to do but we haven’t so much money to carry out reforms.” Such pessimistic answers motivated me to find solutions in the US educational system, which doesn’t need money, or much money, or the money can be found in non-state sources.
