Seda Dallakyan is an honors graduate of Yerevan State Linguistic University, where she studied to be an English teacher and minored in French.  She was most recently employed with the Peace Corps in Armenia.  Ms. Dallakyan has also taught at the French University of Armenia and at the Yerevan State College of Humanities.  During her Muskie fellowship, Ms. Dallakyan will study adult psychology in education.

Prior to becoming a Muskie fellowship participant, Anna Evinyan was a senior specialist for the Department of Educational Reforms and International Relations with the State Pedagogical Institute of Vandazor.  Ms. Evinyan is an honors graduate of Yerevan State Linguistic University and was a Future Leaders Exchange (FLEX) participant from 1999-2000.   She has also been a lecturer of English at the Mkhitar Gosh Armenian-Russian International University and trained teachers at the Ijevan School with Youth for Achievements and British Councils.  During her Muskie fellowship, Ms. Evinyan will study higher education policy, curriculum development and student services.


Zhanna Harutyunyan

Zhanna Harutyunyan received her bachelor’s degree from the Gyumri State Pedagogical Institute in 2001 and received an additional bachelor’s degree in Jurisprudence from Progress University in 2007.  She was most recently employed at the non-governmental organization, Armenian Caritas Benevolent, as a project manager.  She has also been a board member of the Youth Initiative Center and a volunteer consultant at Parish Social Ministry and Volunteerism Center for rural communities in Moldova.  Ms. Harutyunyan was a Seeds of Tolerance Third Millennium Foundation Fellow in New York in 2008.

Before becoming a Muskie fellow, Nerses Isajanyan was a legal advisor to the Central Bank of Armenia.  Mr. Isajanyan graduated with honors from Université Lyon.  He received a master’s degree in international business law from the French University in Armenia and the Université Lyon, and in 2008, he received a certificate of intensive studies in international affairs and legal studies from the Fletcher School of Law and Diplomacy in Massachusetts.  Mr. Isajanyan will study tax law during his Muskie fellowship.

Samvel Israelyan graduated from Gyumri State Pedagogical Institute in 2000 and the GITC-Gyumri Information Technologies Center in 2007.  Before beginning his Muskie fellowship, Mr. Israelyan was a quality assurance team manager for Instigate CJSC.  He has also been a technical consultant at the Shirak Regional Museum and lectures at the Gyumri arm of the State Architectural University of Armenia.  While studying at Simmons College, Mr. Israelyan will study digital library automation systems and usability.

Karine Kentenyants was most recently employed at the FIDEC Armenia Foundation as a health program  coordinator.  She has also served as a project coordinator for the Armenian Red Cross Society and a health coordinator for World Vision Armenia.  Ms. Kentenyants received her doctorate in medicine from the Yerevan State Medical University and her Master of Public Health at the American University of Armenia.  During her Muskie fellowship, Ms. Kentenyants will study the epidemiology of infectious disease.

Karine Kocharyan graduated from Gyumri State Pedagogical Institute with a degree in higher education.  Ms. Kocharyan was most recently a program and public relations officer at A.D. Sakharov Armenian Human Rights Center.  She was also the vice president of an environmental NGO, Biosophia.  During her fellowship, Ms. Kocharyan will study the principles of public administration and leadership and organizational strategic planning.

 

Habet Madoyan

Habet Madoyan received his Bachelor of Jurisprudence from the Anania Shirakatsi University of International Relations and both his master’s and PhD in economics from Yerevan State Institute of Economics.  Prior to his Muskie fellowship, he was the monthly managing editor of Media Style Business Class.  He has also been a lecturer on economics at the Anania Shirakatsi University of International Relations and a brand manager for Sovrano LLC.  Mr. Madoyan will study marketing, brand management, and project management during his fellowship.

Suren Nersisyan graduated from the Armenian State Pedagogical University in 1999 and received his PhD in art teaching methods in 2002.  He was working as a professor of fine arts and graphic design at the Armenian State Pedagogical University and has been a lecturer of fine arts at Armenian State College.  During his fellowship, Mr. Nersisyan will study corruption in education systems.

Haykanush Parsamyan

Before her Muskie fellowship, Haykanush Parsamyan was a legal specialist for the Ministry of Economy in Armenia where she worked toward creating a successful environment for business sector development.  Ms. Parsamyan graduated with honors from Yerevan State University with a degree in Jurisprudence and received her LLM from the American University of Armenia.  Ms. Parsamyan was an exchange student at the University of California at Berkeley School of Law from 1998-1999.  She has had extensive work experience, more recently as a program director for PA Government Services, Inc. and lecturer at the American University of Armenia.  During her fellowship, Ms. Parsamyan will study corporate governance insurance law.

Naira Sergeeva graduated from the Yerevan State Medical University and holds a certificate from the National Institute of Health.  Before starting her Muskie fellowship, she was a monitoring and evaluation specialist for the Global Fund to Fight AIDS, TB, and Malaria (GFATM) with Mission East.  Previously she has also served as a project coordinator for projects with USAID and the Red Cross.  While at Kansas State University, Ms. Sergeeva will study surveying techniques and monitoring systems for public health projects.

Aynur Abdurahmanova received her bachelor’s from Baku State University and her master’s from the State Economic University.  Prior to becoming a Muskie participant, Ms. Abdurahmanova was a development and methodology department specialist for Access Bank.  She was also an assistant specialist at Nikoil Bank.  While studying, Ms. Abdurahmanova will focus on econometrics, statistical methods and regression analysis.

Elvin Aliyev received both his bachelor’s and master’s degrees from Azerbaijan State Economic University.  He was also awarded an honorary diploma from the First School of Actuarial Science, organized by USAID and the Ministry of Finance in Azerbaijan.  Prior to his fellowship, Mr. Aliyev worked for Azal Sigorta Insurance Company as the chief account assistant.  During his time as a Muskie fellowship participant, Mr. Aliyev will study risk management and pension programs in the United States.

Aytakin Aliyeva received a bachelor’s of arts in English as a second language from Lankaran State University.  Ms. Aytakin is an alumna of the Global Connections Exchange Program and the Teaching Excellence and Achievement (TEA) program.  During her Muskie fellowship, Ms. Aliyeva will study new media.

Before her Muskie fellowship, Mina Aliyeva was a psychologist for the Baku Humanitarian Lyceum. Ms. Aliyeva has also been a teacher’s assistant at the International School of Azerbaijan (TISA) and has worked for the Buta Humanitarian Foundation for Children.  During her time at Mercer University, Ms. Aliyeva will study early childhood education.

 

Ulviyya Asadzade

After graduating from Baku State University in 2008, Ulviyya Asadzade worked as a video journalist and hosted a two-hour political evening show for Radio Free Europe/Radio Liberty (Baku Bureau).  Ms. Asadzade also trains Turkish-speaking journalists in radio reporting and local web TV for the Caucasus Media Center.  During her fellowship, Ms. Asadzade will study broadcast and documentary filmmaking.

Prior to his Muskie fellowship, Matin Asgar was the chief advisor for the European Union Affairs section of the Ministry of Economic Development of Azerbaijan.  He has also been the chief advisor for the National Coordinating Unit for EU Technical Assistance in Azerbaijan and a team leader for Access to Information, a civil society project of USAID.  Mr. Asgar received his bachelor’s degree in international law from Khazar University and a Master of Arts in political science from Tbilisi State University for Social Sciences and a master’s in international law from Baku State University.  During his Muskie fellowship, Mr. Asgar will study international business transactions.


Simuzar Feyzullayeva

Simuzar Feyzullayeva received her LL.B and LL.M. from Baku State University.  Before her Muskie fellowship, Ms. Feyzullayeva was a legal and tax consultant for Pricewaterhouse Cooper for the Central Asia and Caucasus branch.  During her time at Boston University, Ms. Feyzullayeva will study international commerce law, securities regulation, and international business.

Ilham Gafarov was the head of the Project Management Division at the International Bank of Azerbaijan before becoming a Muskie fellow.  Mr. Gafarov received his bachelor’s degree in international economic relations and his master’s in finance from the Azerbaijan State Economic University.  During his Muskie fellowship, Ilham Gafarov will study the requirements and norms of bank regulation, stock market mechanisms, and operations management.

Emin Ibrahimov received a bachelor’s degree in agronomy from Azerbaijan State Agricultural University in Ganja, Azerbaijan.  He was most recently employed as a volunteer project assistant for the Eco-Renaissance Public Union, where he assisted with the planning and implementation of environmental projects.  During his Muskie fellowship, he will study the relationship between urbanization and the impact on water and aquatic organisms from industrial waste.

Kanan Mirzayev

Kanan Mirzayev was most recently employed with the United Nations Development Programme as a project assistant.  He has also worked as a senior accountant for the textile department of "MKT" Production Commerce LLC.  He graduated from Azerbaijan State Economic University in international trade.  Mr. Mirzayev will study international business and economic relations during his fellowship at Oklahoma State University.

Before his Muskie fellowship, Ruslan Mirzayev served as a senior legal consultant for the Central Bank of Azerbaijan.  He has also been an interrogator of tax crimes for the Ministry of Taxes.  He received his LL.B. from Baku State University and was an exchange student at Hawaii Pacific University in 2005-2006.  While in Hawaii, he was a legislative analyst intern in the Governor’s Office.  While at George Washington University, Mr.  Mirzayev will study investment and commercial law.

Before becoming a Muskie fellowship participant, Gunay Rzayeva worked for the Central Election Commission of Azerbaijan and was on a long-term observation team (LTO) during the 2008 presidential elections in Azerbaijan.   Ms. Rzayeva received both her bachelor’s and master’s degrees in international relations from Baku State University.  Most recently, she was a quality management system consultant for an Azerbaijan Agribusiness Center project in Jalilabad. While at Kent State University, Gunay Rzayeva will study strategic management and the sociology of management.

Rashad Sadigov worked at the State Committee for Securities for the Republic of Azerbaijan before becoming a Muskie fellow.  He also worked at the Bank of Baku Department of Assets and Liabilities as a management financier.  He graduated from Azerbaijan State Economic University, and during his Muskie fellowship, he will study financial risk management in the role of securities in economic development to control inflation.

Before becoming a Muskie fellow, Levan Natroshvili served as a leading specialist for the Committee on European Integration in the Parliament of Georgia.  He has been a lecturer at the Mass Media and Communications Institute and a producer for the First Channel of Georgian Radio program “European Time.”  He holds a master’s degree in international relations from Tbilisi State University.  During his fellowship at University of Kentucky, Mr. Natroshvili will study international development.

Talgat Ayapbergenov received his diploma from Aktobe State University and his Master of Public Administration from the Kazakhstan Institute of Management, Economics, and Strategic Research (KIMEP).  Most recently, he was the director of Aktobe Educational Advising Center.  He was also the social development director for a USAID project in Uralsk.  Mr. Ayapbergenov will study non-profit management and public policy development during his Muskie fellowship.

Emil Azhibayev received his master’s of science from Karaganda State Technical University.  Before becoming a Muskie participant, Mr. Azhibayev was a Six Sigma project engineer for Kumtor Operating Company.  He has also been a quality assurance and quality control geologist for the same company.  During his Muskie fellowship, Mr. Azhibayev will study operations management and financial modeling.

Kanat Khussainov

Kanat Khussainov holds a Master of Arts in economics from the New Economic School in Moscow, Russia.  He received his bachelor’s degree from Kazakh State University.  Before his fellowship, Mr. Khussainov was the head of the financial risk management division at JSC Halyk Bank.  During his fellowship, he will study the systematization and formalization of business processes to increase their manageability and analyze how businesses can become more effective in terms of profitability and risk.


Yevgeniya Klanovets

Prior to her Muskie fellowship, Yevgeniya Klanovets was a physician in the Department of Otorhinolaryngology (ENT) at Kazakh National Medical University.  Dr. Klanovets received her M.D. from the Kazakh National Medical University in Almaty.  She has also worked in emergency surgery and physical rehabilitation.  During her time at Kansas State University, Dr. Klanovets will study epidemiology.

Before becoming a Muskie fellow, Gaukhar Ospanova served as a project coordinator for the United Nations Development Programme in Kazakhstan.  Ms. Ospanova studied international law at Kazakh National University, and she was a Future Leaders Exchange (FLEX) participant.  Gaukhar Opsanova has also worked at the regional operating center for Junior Achievement Worldwide.  During her Muskie fellowship, Ms. Ospanova will study sustainable development, organizational management, and strategic planning.

Dinara Tamabayeva studied environmental protection at Karaganda State Technical University and became a Karaganda translator of English and Italian at the Institute of Language and Translation.  Most recently, Ms. Tamabayeva was an environmental engineer and interpreter at Posch & Partners, an engineering consulting firm.  She has also been an English teacher.  Ms. Tamabayeva will study water protection during her Muskie fellowship.

Before her Muskie fellowship, Gaukhar Yessentayeva was the education development coordinator for the USAID/Kazakhstan Small Business Development Project.  Ms. Yessentayeva is an honors graduate from the Kazakh Turkish University with a degree in English and Turkish languages.  While studying at Minnesota State University in Mankato, Ms. Yessentayeva will focus on transparent organizational management.

Gabit Zhanysbayev received a Bachelor of Science in finance from the Kazakhstan Institute of Management, Economics, and Strategic Research.  Most recently, he was a senior financial officer for the North Caspian Service Company, Saipem Eni Group.  Mr. Zhanysbayev has also been employed as a research analyst at Halyk Finance.  During his Muskie fellowship, Mr. Zhanysbayev will be studying exchange rate equilibrium and optimal monetary policy with fixed exchange rates.

Sardorbek Abdukhalilov is the director of the Education and Methodology Department at People’s Friendship University in Jalalabad, Kyrgyzstan and is also an attorney.  Mr. Abdukhalilov received his diploma in Jurisprudence from the Kyrgyz State Law Academy and a certificate for advanced English from Williams College in London.  While on his Muskie fellowship, Mr. Abdukhalilov will study international commercial arbitration.

Rakiia Abdurasulova received her bachelor’s in English language and literature from Osh Technological University and her master’s in political science from the OSCE Academy.  Most recently Ms. Abdurasulova worked for the German Corporation for Technical Cooperation (GTZ) in Kyrgyzstan on the Promotion of Sustainable Economic Development Program.  She has also been an economic development officer for Mercy Corps and the Kyrgyzstan Collaborative Development Initiative Program.  During her Muskie fellowship, Ms. Abdurasulova will focus on the development of microfinance, specifically saving and insurance services in Kyrgyzstan.

Bakhtiyar Alymov holds a degree in Jurisprudence from the Kyrgyz National University and a certificate in natural sciences from the American University of Central Asia.  Mr. Alymov was most recently the executive director of the Inon Foundation.  He has also served as a senior business consultant on the USAID Enterprise Development Project with the Pragma Corporation.  While on his Muskie fellowship, Mr. Alymov will focus on managing innovations in green business.

Beknazar Amanov most recently served as the head of the Macroeconomic Analysis Division and Monetary Policy of the National Bank of the Kyrgyz Republic.  He has also been a lecturer of economics.  Mr. Amanov received both his bachelor’s and master’s of economics from the International University of Kyrgyzstan.  During his fellowship, Mr. Amanov will study economic growth and development.

Amangeldi Djumanaliev received his Bachelor of Arts in international and comparative politics from the American University of Central Asia.  Mr. Djumanaliev was most recently employed as a local program coordinator with the Organization for Security and Cooperation in Europe (OSCE) Center in Bishkek.  He has also been a media monitor for the same organization.  Mr. Djumanaliev will focus on policy responses to religious radicalism during his Muskie fellowship.

Elmira Kerimalieva

Before her Muskie fellowship, Elmira Kerimalieva was the chief economist at the Ministry of Finance in Kyrgyzstan.  Ms. Kerimalieva most recently worked as a program manager for a United Nations Development Program funded project in Batken, Kyrgyzstan.  She has also been a coordinator for the World Bank and UK Department for International Development-backed Village Investment Project.  Ms. Kerimalieva received a degree in engineering from the Moscow Technological Institute and a degree in economics from the Kyrgyz National University.  During her fellowship, Ms. Kerimalieva will study financial management, democratic processes and international governance policy.

Bakyt Omurzakov received his bachelor’s degree from the International University of Kyrgyzstan.  Mr. Omurzakov was most recently employed as a program associate with the United Nations Development Program’s Strategic Support Unit.  He has also been a volunteer with the Corporate Development Center in the Office of the Prime Minister of the Kyrgyz Republic.  Mr. Omurzakov will focus on international trade development and international political economy during his Muskie fellowship.
