Anti-Trafficking Task Order (ATTO)

The Anti-trafficking Task Order provides technical assistance and support to the USAID Office of Women in Development (EGAT/WID) and USAID missions to combat trafficking through identifying, coordinating, and developing activities to address the problem; sharing knowledge on trafficking issues; reviewing and assessing existing activities; and initiating pilot projects in selected USAID missions.

This is a task order under the Women in Development Indefinite Quantity Contract funded by USAID. Chemonics International, Inc. is the prime contractor on this activity.

Goals

• Provide technical assistance to USAID/Washington and field missions to strengthen the quality of their anti-trafficking programming and to expand their knowledge of trafficking issues

• Support the Office of Women in Development in its role as USAID’s anti-trafficking coordinator

• Design and implement cutting-edge pilot activities for selected missions on high priority anti-trafficking issues, based on assessment recommendations or emerging U.S. government priorities

Background

Trafficking in persons, also known as human trafficking, is the modern-day practice of slavery and is the fastest growing criminal industry in the world. Every year traffickers generate billions of dollars in profits at the expense of victimizing millions of men, women, and children from around the world. In the last decade worldwide, government and public awareness of the problem has increased significantly. U.S. Government leadership is at the forefront in the fight against trafficking and has called on USAID to build a comprehensive response to trafficking issues.

Project Activities

Synthesis Study of USAID-supported trafficking programs in Asia: The report describes the trafficking problem in eight countries in the region and presents a comparative summary of trafficking responses, including best-practice examples for each country profiled.

Baseline Trafficking Assessment in Namibia: Conducted at the request of the Government of Namibia, the assessment collected information on trafficking, identified government and NGO efforts to combat trafficking, and made recommendations on next steps in the areas of prevention, protection, prosecution, and research.

Trafficking Database (U.S. government trafficking program tracker): Created and maintained a program-trafficking tool to keep track of all USG anti-trafficking program funding. The database was recently shared within the Department of State’s Office to Monitor and Combat Trafficking in Persons (G/TIP) and with the Senior Policy Operating Group overseeing all U.S. government anti-trafficking efforts.

USAID Joint Training Modules on Linkages between Gender-based Violence and Human Trafficking: Developed training materials for USG staff from the field as well as those based in Washington, DC on the relationship between gender-based violence and human trafficking, including a participant’s guide, facilitator’s guide, and additional resource materials.

USAID Training Modules on Human Trafficking: Developed six training modules for USG staff on different aspects of human trafficking, including a participant’s guide, facilitator’s guide, and additional resource materials.
