Case Study: Strategic Planning

Vladimir Blonin is primarily interested in observing and possibly adopting modern practices and trends in strategic planning. He hopes that observing strategic planning at a US university will allow him not only to provide recommendations for Nizhnii Novgorod State University’s strategic plan, but also address a variety of related management issues at his home university, including the role of departments in strategic management, fundraising, quality control, and improvement of research management.

Case Study: Human Resource Management, Fundraising, and Knowledge Sharing

There are three general administrative topics that Andrey Bobkov intends to study. First, within the category of human resource management, Bobkov plans on focusing on university’s hiring system, equal opportunity and non-discrimination practices, conflict resolution among faculty and staff, and benefits. Second, he is interested in fundraising and development strategies. His third area of interest is in research management, particularly related to intellectual property, coordination between a university’s departments, and budgeting.

Case Study: Quality Assurance

The focus of Valery Boika’s program will be on quality assurance and control. He would like to observe how universities in the United States evaluate themselves and insure high quality in all aspects of the institution, including faculty, staff, students, and departments’ administrative offices.

Case Study: Information Systems Management

With a number of significant reforms underway at Tomsk State University, (such as an increasing student body, diversification of educational programs and methods of teaching, and the adoption of international standards of degree and credit systems,) Boris Gladkikh identified the need to computerize and centralize their management and databases. Therefore, he intends to observe how US universities use Management Information Systems within and across administrative offices and departments.

Case Study: International Relations

Evgueny Komkov, as head of the International Relations Office, has an interest in finding consensus in decision-making across the departments of Mordovian State University concerning their international relations priorities. He would like to observe how this is done at a US institution. He is also interested in increasing the level of academic international mobility at his university, particularly as a tool in faculty development. Additionally, he would like to observe how US institutions recruit, admit, and help the adaptation process of their nonimmigrant international students.

Case Study: Integration of Teaching and Research

Vladimir Konovalov identifies the importance of integrating teaching and research within his university in order to develop students into effective employees, nurturing the concepts of self-discipline, teamwork, creativity, and ambition within the academic setting. He also would like to see increased interchange of students between universities, including foreign ones. While in the United States, he intends to observe how departments integrate teaching and research and how international programs are financed and organized.

Case Study: Educational Marketing

Samara State University is undergoing a number of administrative reforms, including the establishment of an international board of trustees and an alumni association. Vera Levicheva is involved in yet another departmental reform: the creation of a Marketing of Educational Services Department. She is interested in strengthening the marketing efforts of Samara State University, and while in the United States she would like to observe how institutions conduct outreach to the community.

He would like to observe how US universities adapt to changing technologies and curricular needs; how university administrative offices support and address the changing needs of these departments.

Case Study: Quality Assurance

Whereas Rostov State University once was concerned with equipping its students with largely theoretical knowledge, it now is focusing on more applied and practical education that focuses on competence. Galina Pshegusova recognizes that while faculty and curricula adjust to these changes, it is important to assure quality in teaching and learning. As she recognizes that her university administration as well as the Russian Ministry of Education place emphasis on quality assurance, she intends to concentrate her program on this topic. Upon her return, she would like to introduce a system of labor input record for teachers implementing new methods of teaching.

Case Study: International Relations and Fundraising

Elena Ryanenkaya would like to observe various aspects of international relations within US universities. Among many issues, she is interested in learning how US universities assist students who wish to study and research abroad, how they market and provide accurate information on grants and programs, how they recruit international students, and whether international offices are active in grant writing activities. Upon returning to Rostov State University, she intends to organize an advising center at the International Relations Department, providing regular consultations for their students and specialists.

Alexander Sidorkin intends to observe research management at a US university during his program. More specifically, he is interested in knowing how US institutions collaborate with big corporations and industrial enterprises using their research, how university research management is connected with industry and businesses, and what regulations exist governing intellectual property rights at US research universities.

Andrei Tchouboukov would like to observe how US universities enroll and prepare for disabled students. He would like to learn what criteria are used for appraising the level of a disabled enrollee and how universities respond to additional demands that disabled students might need. Additionally, he is interested in addressing the issues involving Russian faculty who lack experience in teaching disabled students.

Case Study: International Relations

Elena Zhukova would like to observe how US universities operate their international offices. She would like to investigate their structure, what services they provide to students, to the faculty, and to the university administration as a whole. She is interested in how these offices are managed, who staffs these offices, what education the staff has and what responsibilities they hold. She intends to investigate possibilities and types of grant opportunities for international projects as well.
