Program Overview

Through a consortium forged between CARE Egypt and Partners in Development for Research, Consulting, and Training (PID), IREX delivers the media components of the USAID-funded Partnership Program for Democracy and Governance Program (PPDG) in Egypt. As an overall approach for the project implementation, the consortium members use a bottom-up reform approach that fosters a culture of good governance and promotes dialogue among citizens, civil society organizations, local government, and media, and results in an inclusive, transparent approach to planning rural development priorities and accountability in resource allocation.

Key Issues and Objectives

The goal of the Partnership Program for Democracy and Governance (PPDG) is improved local governance in four districts in Upper Egypt with the following intermediate results:

  • Local government is implementing practices and processes that give citizens an opportunity to express their views and participate in establishing priorities for rural development and public services

  • Participating civil society organizations have a strong understanding of their role in ensuring good governance and are holding local government accountable for public service delivery

  • Local citizens, especially women and youth, are taking up opportunities to express their views and priorities for rural development and public service delivery

  • Participating media are providing citizens with objective, balanced, and fact-based information on social and political affairs in the local context

Project Activities

  • Capacity Building for Media Professionals through general-knowledge-based capacity-building trainings for journalists, radio, and TV.
  • Institutional Capacity Building for Selected Journals through technical assistance provided for selected journals, radio and/or TV.
  • Communication Linkage between Media Professionals and Stakeholders through technical assistance, trainings, developing citizen journalism, interactive dialogues, meetings, and conferences.

Project History

IREX launched its MENA Small Grants Program in Egypt in 2005, and drew participants from Egyptian universities in its Promoting Transparency through Journalism Education program. IREX’s annual implementation of the Media Sustainability Index in Egypt began in 2006, as well as the Media Development Program in Egypt (MDP) to improve the professionalism and sustainability of Egypt’s media sector.
