"Hapur" Continues to Root out Corruption in Albania

The television series "Hapur"– modeled loosely on the American news program "60 Minutes" - investigates cases of corruption in Albanian society, aiming to reduce corruption through public exposure and professional journalism.

The program is broadcast over a network of 20 stations throughout the country, including TVSH, the national state-run broadcaster.

Numerous televised reports have resulted in actions taken to prosecute or correct corrupt practices within government and society.

  • "Hapur" reported on the lack of transparency in the procurement and issuance of contracts between the Ministry of Transportation and Telecommunications and the mobile phone operators. The ministry has since revised the contracts and procurement process to make it more transparent.

  • The Ministry of Culture announced publicly that a project to protect an ancient mosaic in the city of Pogradec had been subject to corruption and a misappropriation of funds. This admission came following a "Hapur" episode that showed strong evidence that a donation of €155,000 by the German Embassy had not resulted in the proper preservation of the mosaic.

  • A "Hapur" journalist reported that the faulty renovation of an elementary school in Tirana resulted in the roof collapsing on top of several students. Following the broadcast, the State Audit Agency fined the construction company for negligence, demonstrating to other businesses that the government will enforce its laws.
