INTRODUCTION
The Bureau of Educational and Cultural Affairs (ECA) of the United States Department of State, together with the International Research & Exchanges Board (IREX), is pleased to provide a directory of ECA Alumni Small Grant recipients and their projects from the February 2002 competition. One of the primary objectives of ECA's academic exchange programs is to strengthen civil society and provide participants and alumni with the expertise and resources needed for democratic and economic development. Of the 202 proposals submitted this round, 76 were carefully selected by a bi-national panel of experts in each country. Grant amounts range from $280 to $1,000 and approximately sixty percent of the total project costs were cost-shared by the recipients and/or their institutions. Alumni from the following ECA programs were eligible to apply for an ECA Alumni Small Grant in the February 2002 competition:
- The Freedom Support Act Fellowships in Contemporary Issues Program (CI)
- The Regional Scholar Exchange Program (RSEP)
- The US-Russian Young Leadership Fellows for Public Service (YLF) Program
During the February 2002 round, the ECA Alumni Small Grants Program allowed alumni to conduct the following initiatives:
- Attend professional or academic conferences, training seminars, or workshops
- Fund travel for the purpose of academic research, professional consultations and collaborations, and/or one-on-one mentoring opportunities;
- Publish self-authored materials (funding for publication of pre-published translated works will not be considered for funding);
- Initiate a public or community service program;
- Extend memberships to professional and academic organizations relative to field of specialty;
- Fund US colleagues' travel to the NIS for conferences, professional consultations or collaborative projects;
- Organize training programs or conferences for professional colleagues, including other alumni and ECA constituencies; and
- Conduct any other projects judged by the selection committee and/or ECA to be in the interest of the program goals.
Through innovative and responsive alumni-driven programming, ECA and IREX are multiplying the impact of knowledge and expertise acquired in the US and enabling alumni to directly benefit their local colleagues and neighbors. As demonstrated by the following list of projects, the investment in each of these program participants continues to bring enormous returns for them personally and for their countries.

Project Description: Research trip throughout Central Asia to study drought
and water resources. Abdullaev will also publish the book, "The Water
Shortage and Its Impact on Poverty in Central Asia: Challenges, Problems
and Solutions."

Project Description: Organization of a variety of initiatives devoted
to improving nutritional health and food-safety practices, including a
series of seminars for children and their parents and a training of trainers

Project Description: Organization of a series of seminars on how to manage
your own business. Agaev will also publish 40 copies of the brochure,
"A Guide on How to Carry Out Marketing Research: American Experience,"

Experience" and 40 copies of "Accounting in Small Business."
