The bilateral relations between the US and Azerbaijan have been hindered since 1992 due to the Section 907 of the Freedom Support Act of the US Congress, passed as a result of strong Armenian lobbyism in 1992, which prohibited direct US governmental assistance to Azerbaijan. Among those who suffered from Section 907 are the internally displaced people of this country.
