As Senior Social Development Officer for the Ugandan Department of Defense, Patrick Temera seeks to increase the economic livelihoods of women whose spouses serve in the military.
During his CSP fellowship, Patrick worked with St. John’s Shelter for Women and Children [8]in Sacramento, California, on training homeless and jobless women in employment skills and helping them to move toward a stable job and find a home.
Upon returning to Uganda, Patrick implemented his follow-on project which aimed to create guidelines for gender mainstreaming in the Uganda Public Service, specifically the Ministry of Defence. The guidelines were informed by a study of women’s inclusion and equality within the Ministry of Defence and the UN Framework on Gender and Equality.. The guidelines have been adopted by the leadership of the Uganda Ministry of Defence, and have been forwarded to the Permanent Secretary of the Public Service Administration who is now firmly in support of this initiative. Patrick is currently focusing on implementing a workshop with other CSP alumni in Uganda on gender mainstreaming.
