Joyce's bio
Joyce serves as a senior technical advisor to a portfolio of public and privately supported education and youth programs totaling $85 million in addition to providing leadership to a team of 80 education and development professionals worldwide. She also serves as IREX’s Chief of Staff providing broad management guidance and coordination throughout the organization.
Since rejoining IREX in 1998 and under her guidance, education programs have expanded to include basic and higher education development, in addition to international education and research support and to work in over 75 countries.
Previously, Joyce’s experience included serving as Deputy Director of the US-Ukraine Foundation's Community Partnerships Project; Program Manager at Wellstart International, working in the area of global maternal and child health protection; and Program Officer working in IREX’s Civil Society Division.
Joyce has taught at the primary-school level overseas and received her secondary school Certificate of Qualification from New York State. She received her BA from SUNY at Stony Brook, her MA from American University, and her MBA from Virginia Tech.
In her spare time, Joyce moderates the Old Town Moms social network, which she founded in 2003, and has a membership of over 3,000 families from throughout Northern Virginia.
