Tova Pertman

Senior Program Officer, Education Programs Division

Tova implements the U.S. Department of State’s Global Undergraduate Exchange Program in Eurasia & Central Asia (Global UGRAD) and Youth Civic Engagement & Dialogue for Romania and Moldova (YCED) Program.

Tova  manages Global UGRAD by overseeing university host recruitment and relations, coordinates participant recruitment and selection, and conducts orientation trainings. Previously, Tova served as the Program Manager for Education Programs in IREX's Moscow, Russia office. With IREX since 2004, Tova has worked on a large portfolio of education programs focusing on the Eurasia and South Asia regions. Tova has nearly 10 years of international education and exchange programming experience in the region. She also manages the YCED Program, which brings together Roma and non-Roma youth in Romania and Moldova to lead local development projects. The program supports youth in becoming active citizens who mobilize their peers to build tolerance across ethnic divisions.

Prior to joining IREX, Tova was a Peace Corps volunteer in the Republic of Moldova where she taught English as a Foreign Language and implemented various community development projects. Previously, she has also worked with the International City/County Management Association on international municipal programs, the Associated Press Broadcast Service, and was a substitute teacher for the Howard County Public School System in Columbia, Maryland.

Tova is a graduate of the University of Maryland.
