Scott Andersen
As Deputy Director of Biblionet in Romania, Scott oversees the effort to equip Romania’s public libraries with computer and internet related technologies, train librarians in IT and new services development, and foster relations between the public library sector and state and local government. As the director of the Internet Access Training Program (IATP), Scott supervises the promotion and activities conducted at public access internet centers in two politically sensitive regions in Moldova.
Prior to his work with IREX, Scott served as Chief of Party for the National Democratic Institute for International Affairs in Romania where he directed parliamentary, constituent, women’s and minority outreach programs. Scott has also served as an associate to the Delegation of the European Commission to the United States at the European Union Center in Seattle and Brussels, and as Program Officer to the Soros Foundation’s Open Society Institute on the University Internet Center program in Russia.
Scott holds both a Juris Doctorate in Comparative and International Law, and a Master’s Degree in Russian, East European and Central Asian Studies from the University of Washington.
Scott is proficient in both Russian and Romanian.
