Russian Civil Society Program Brings Clarity to the New NGO Reporting Structure

The new set of Russian NGO laws, which came into effect on April 18, 2006, impose an enormous burden on domestic and international NGOs both in terms of re-registration and annual reporting requirement. Federal guidelines, issued by the Russian Registration Service, have established approximately 20 new forms and 90 pages of new legislation and procedures. Undoubtedly, the NGO community is Russia is both overwhelmed and intimidated. To address these concerns, Russian Civil Society Support Program (CSSP) staff has developed a comprehensive reference guide free for domestic and international NGOs working in Russia.
The electronic-guide presents the new legislation in clear and easy-to-reference language. It provides hyperlinks to the new reporting forms in Excel format for ease of completion, as well as a preliminary commentary on the legal and accounting impact on NGO activity by Moscow-based experts. With an introduction by the head of the Russian Registration service, the "New Conditions for NGO Registration and Reporting" guide is part of a comprehensive effort by IREX and its partners to support the NGO community during this challenging period. In October, CSSP staff will begin working with the Russian Registration Service to draft a comprehensive instruction manual for new reporting requirements, which should be available in early 2007. CSSP is a four year civil society program implemented by IREX and funded by the US Agency for International Development (USAID). The primary goal of CSSP is to strengthen the overall third sector in Russia.
