Muskie alumnus Mikayil Jabbarov of Azerbaijan was recently appointed Education Minister for the Ministry of Education of the Republic of Azerbaijan. In his new position, Jabbarov leads the Ministry and its Deputy Ministers in forming and implementing national Education policies and initiatives. |

As a Muskie fellow at Iowa State University, Daniiar Osmanaliev studied management and accounting in the university’s MBA program. Since completing his Muskie fellowship in 2008, Osmanaliev has been a leader in developing the financial profession in Central Asia and Eastern Europe. Osmanaliev recently reflected on the importance of standards in the financial disciplines and on the influence of his Muskie experience on his career. |

The Muskie program is pleased to announce the winner of the first Virtual Exchange Project (VEP) competition. The Virtual Exchange Project was designed by IREX to foster broader ties between communities in the U.S. and their counterparts in Muskie fellows’ home countries. Umut Kakeeva, an education fellow who studied at Alabama A&M University, won the outstanding project competition for her work using Skype to connect students and teachers in Kyrgyzstan with American guest speakers. |

As a Muskie fellow at the University of Colorado in Boulder, Oleg Guchgedieyev studied management and project design through an academic program in business administration. Since completing his Muskie fellowship in 1996, Guchgedieyev has made significant contributions to agricultural reform and environmental protection in Turkmenistan and in the Caspian Sea region. |

The 2012 cohort of Edmund S. Muskie Graduate Fellowship fellows arrived to the U.S. this month with a special distinction. These 68 community, business, and government leaders from Eastern Europe and Central Asia are the 20th group of Muskie fellows to begin studies since the program’s inception in 1992. |

Muskie Alumna Ainur Nurtay is the CEO of a non-profit organization based in Kazakhstan, the Central Asian Center for Civil Society Research and Development (RDC). With a degree in public administration from Grand Valley State University, Nurtay contributes to civil society development and accountability across Central Asia. She recently took time to reflect on her fellowship, and how her work benefits from the experience. |

Among the nearly fifty recipients of the CAPS award over the last five years, Omurbek Ibraev of Kyrgyzstan stands out as an innovative leader promoting effective use of technology in the public sector. In his work at Kyrgyzstan’s National Statistics Committee (NSC), Ibraev is coordinating a country-wide effort to promote open access to information through the digitization of local government statistics. |
