The enthusiasm was palpable during a recent opening ceremony in Porumbeni, where citizens had united to overcome a series of complex logistical and bureaucratic hurdles to improve their water system. The community accomplished a major renovation project to provide safe drinking water for 75 households, a kindergarten, and the local health center.

A USAID-funded community improvement project linked the communities of Dorotcaia and Grigoriopol, situated on opposite banks of the river Nistru, which separates the two cities in the jurisdiction of Moldova and the separatist region Transnistria respectively. Despite their political divisions, the estranged citizens joined efforts to integrate their youth. Each day, three buses carried 200 students to Dorotcaia’s high school so that students could study their native language Romanian with Latin characters (instead of Cyrillic ones).

Nelea Lupu had no idea what she was getting herself into when she agreed to lead the Moldova Citizen Participation Program (CPP) project to renovate a senior citizens’ home in the western Moldovan city of Ungheni. Despite having minimal experience running such a home and even less experience with community development, Nelea threw herself into the project for the simple reason that no one else was willing to take the lead.
