One-hundred-thirty fellows from 12 countries were selected for the 2009-2010 Global UGRAD Program in Eurasia and Central Asia. The 2009-2010 fellows were invited to submit an optional biography for publication. The submissions appear below.

Access to information is essential in today's globalized society. In Romania, more than 70% of people lack access to the Internet. While the country has made rapid economic advances over the last two decades, libraries have been largely left behind and, as a result, millions are without critical access to the information they need. Through the Biblionet program, public libraries will become a common space where citizens can come together, inform their lives, and contribute to community discourse.
