With the help of an IREX-supported Internet access center in Guba, one Azerbaijani man was able to get the government to respond to his questions.

When Eyvaz Osmanov, a resident of the northern Azerbaijani town of Guba, needed a new electricity meter, he first went to the local IREX f.y.i. Center. With the help of the Center’s staff he researched the installation process. Osmanov learned that according to legislation adopted by the Azerbaijani parliament in August 2009, the electricity company was responsible for the cost of installing the new meter. When the electricity company’s engineers came to install the meter, however, they asked Osmanov to pay for it.
