Position:  Program Officer

Summary of Position:
IREX is seeking program officers for a 3-year assignment on a US Department of State-funded program supporting independent media development in Somalia, including Puntland. The incumbent will provide in-country leadership, development, management, and implementation of a multi-faceted country program. The position is full-time and requires residency in either Bosasso or Garoowe, depending on the candidate’s preference.

Specific duties include, but are not limited to, the following:

Description of Responsibilities:

  • Serve as coordinator between IREX and local media and civil society representatives involved in IREX programming.
  • Maintain effective relations and coordination with program donors and partners.
  • Oversee the development of media and civil society programming in partnership with local organizations.
  • Ensure timely implementation of work plans.
  • Assist IREX in staffing short-term training assignments, including writing scopes of work, developing budgets, recruiting, and making logistical arrangements.
  • Assist in tracking budgets and writing reports for funders.
  • Ensure that all fiscal and performance activities are in compliance with IREX policies and procedures and US Government regulations.

Qualifications:
Candidates must be well organized, able to work independently, skilled at handling multiple tasks, and able to adhere to deadlines.  Specific qualifications include:

  • At least five years experience in international development, focused on media or civil society
  • Strong organizational skills including ability to prioritize and multi-task
  • Experience in one or more of the following technical areas: journalism, management (organizational development, business development), advocacy
  • Strong program management experience, including budgeting and budget tracking
  • Experience managing donor-funded technical assistance projects.
  • Experience in managing subgrants.
  • Fluency in Somali and English required; fluency in Arabic preferred.
  • Excellent interpersonal and organizational skills.
  • Solid understanding of political, economic and social issues in the region.
