SUMMARY OF POSITION
IREX seeks applicants for the position of Chief of Party (COP). Contingent on funding, his/her services will be solicited on a full-time basis to manage a USAID-funded anti-human trafficking program in Kosovo with a primary focus on protection initiatives and a secondary focus on prevention.
The program will provide comprehensive reintegration activities for victims combined with concrete prevention activities that will reduce the vulnerability of persons to trafficking. The COP will direct and oversee all work performed under the Cooperative Agreement with USAID. The position will be based in Pristina, but will involve some travel throughout Kosovo.
SCOPE OF JOB RESPONSIBILITIES
- Provide strong management and strategic direction to the program;
- Provide technical advice and capacity building activities to some/all of the following areas: community engagement; training; facilitating cross-sectoral partnerships; development of business plans; social and economic reintegration of victims into society;
- Serve as primary liaison with USAID, trafficking victim shelter(s), international and local implementing partners, Kosovo government partners, and IREX headquarters;
- Supervise and coordinate the work of all long- and short-term staff and subcontractors;
- Provide management oversight of the budget and sub grant process;
- Approve and submit to USAID all reports, work plans, other administrative information and budgets;
- Collaborate with IREX’s implementing partners to coordinate efforts and share results.
QUALIFICATIONS
- 5 or more years of senior level experience working on anti-trafficking and/or civil society capacity building programs and/or initiatives;
- Previous management experience of similar USAID-funded projects preferred;
- Technical experience in community mobilization, training and facilitation and/or technical experience managing and administering shelter rehabilitation services;
- Excellent interpersonal and organizational skills and the ability to negotiate with local and foreign experts, managers and government officials;
- Experience developing a business plan preferred;
- Familiarity with political, economic, and social issues in Kosovo and the Balkans;
- Willing to travel within Kosovo;
- Fluency in English required.
