POSITION DESCRIPTION
IREX seeks applicants for the position of Monitoring & Evaluation Consultant for the Education Programs Division for short and long-term assignments. His/her services will be solicited to assist with the design and management of an evaluation system to measure the impact and results of strategies and programs. Key areas include teacher training, higher education exchanges, youth empowerment, and leadership development programming. The M&E consultant will work with IREX staff to articulate a division-wide approach to M&E, as well as design project-specific M&E plans and tools.
RESPONSIBILITIES AND DUTIES
- Assess current data collection procedures
- Work with program and development staff to design division-wide M&E strategy
- Design and conduct baseline studies and needs and impact assessments, select and define indicators, and design data collection and analysis plans for programs on education, youth empowerment and leadership development
QUALIFICATIONS
- Minimum 7 years of experience planning and implementing project-based and institution-wide M&E plans
- Broad experience in designing and conducting baseline studies and needs assessments
- Excellent communication and interpersonal skills
- Prior experience with US government funded projects required, specifically USAID and USDOS
- Proven experience training staff to articulate and incorporate M&E priorities into program design and implementation
