IREX administers the Global Libraries program in Ukraine and Romania. The Global Libraries program is funded by the Bill and Melinda Gates Foundation and seeks to form partnerships with select countries to help public libraries provide free access to information technology. POSITION DESCRIPTION
IREX seeks to assemble a small team of consultants to provide input on the design of an impact assessment framework for the Global Libraries program in Ukraine and Romania. IREX aims to develop an effective system to measure the impact of access to technology on other key development indicators.
The team will work in close cooperation with IREX’s program staff to create:
- a matrix that will define objectives in a graduated system of results and establish specific indicators, units of measurement and guidelines for gathering data on how libraries meet community needs in areas of socio-economic development.
- a periodic index that examines the results gathered through the indicator matrix from a broader perspective and include case studies from the field.
IREX anticipates that those selected for this consultancy will meet monthly at IREX’s office in Washington, DC and conduct occasional field research visits to Romania and Ukraine. Work on the project will begin immediately and is projected to last between 2-3 years.
RESPONSIBILITIES AND DUTIES
- Work in team to produce deliverables described above, meeting deadlines established in coordination with IREX. It is anticipated that initial work on this project will require relatively more time and effort over the first six months
QUALIFICATIONS
- Minimum 7 years of experience and demonstrated leadership in field of Monitoring & Evaluation and/or Impact Assessment
- Experience training local assessment staff
- Experience in one or more areas of: library development, Information and Communications Technology for Development, public access computing
- Participate in regular team meetings at IREX office in Washington, DC and undertake field visits as necessary
- Ability to make long-term commitment to project, anticipated at 4-5 days per month
- Relevant computer skills
- Relevant language skills would be an advantage
