POSITION DESCRIPTION
IREX seeks applicants for the position of Impact Evaluation Specialist for a National Library Program focused on Public Access to Computers and the Internet in Ukraine, funded by the Bill and Melinda Gates Foundation. His/her services will be solicited to conduct impact evaluation for the project, including designing and conducting baseline studies, needs assessment and program impact assessment studies, finalizing the selection and definition of indicators and ensure timely and consistent data collection and data quality. He/she will aggregate and analyze data to inform project reporting and communications products, and when appropriate disseminate lessons learned and success stories. The Impact Evaluation Specialist will also train implementing partners in monitoring and evaluation procedures and write reports on project impact. This position is intended for a local hire and is available immediately.
RESPONSIBILITIES AND DUTIES
- Obtain an overview of the general IT use, public library operation, economic and social characteristics of the project’s scope
- Develop and conduct the impact assessment plan for the project
- Develop and conduct project baseline study
- Develop procedures for monitoring and evaluating achievements and impact of program activities
- Establishing procedures for training librarians and local partners in M&E
- Develop simple and objective monitoring parameters for project activities
- Develop analytical procedures for evaluating project developments
- Develop reporting systems for project achievements
- Determine possible social and economic impacts within the context of IT training and education, employment placement, women, youth, and minorities;
QUALIFICATIONS
- Minimum 5 years of experience for planning and implementing M&E programs, especially in regards to social and economic benefits
- Proven experience in analyzing training needs and designing programs to meet these needs
- Broad experience in designing and conducting baseline studies and needs assessments
- Excellent communications skills
- Familiarity with political, economic, and social issues in Ukraine;
- Fluency in Ukrainian or Russian required and in English preferred;
- Ukrainian citizenship.
