POSITION DESCRIPTION
IREX seeks applicants for the position of Budget Planning Consultant for a National Library Program focused on Public Access to Computers and the Internet in Ukraine, funded by the Bill and Melinda Gates Foundation.  His/her services will be solicited to assist in the process of budgeting for a large-scale project that will install computers and Internet in public libraries across the country. The position is expected to become a full-time, long-term assignment with the beginning of project implementation at the end of 2008. Citizens of Ukraine will be given preference in the hiring process.

RESPONSIBILITIES AND DUTIES

  • Modify the Foundation’s budget planning spreadsheet as necessary to reflect the needs of a program in Ukraine;
  • Provide guidance to staff in collecting accurate cost information;
  • Develop a process for updating the budget to ensure accuracy as macroeconomic conditions and prices change.

QUALIFICATIONS

  • Minimum 5 years of experience in budget management and/or planning in the nonprofit sector;
  • A bachelor’s degree or equivalent work experience;
  • Strong quantitative skills;
  • Extensive experience in use of Microsoft Excel;
  • Excellent communications skills;
  • Familiarity with economic issues in Ukraine;
  • Fluency in Ukrainian or Russian required and in English preferred;
  • Ukrainian citizenship preferred.
