SUMMARY OF POSITION
IREX seeks a Third Country National for the position of Program Manager, based in Tbilisi, Georgia, with significant amount of travel throughout the country. The Program Manager will provide full-time support to USAID-funded confidence building program, and will report to IREX’s CSD Regional Director in Tbilisi. The position is contingent upon funding. JOB DESCRIPTION
Responsibilities include, but are not limited to:

  • Manage the Program, including supervising local staff, overseeing office operations, and providing monthly fiscal and program reports for program activities.
  • Design program interventions, and implement and monitor all program components,
  • Conduct program outreach and recruitment.
  • Manage sub-partners.
  • Draft all workplans, staffing plans, reports, budgets, and other deliverables for the donor.
  • Oversee the quality, cost, and timeliness of performance of all work performed under the Cooperative Agreement.
  • Report to IREX/Headquarters on all program elements on a regular basis.
  • Other assignments as required

QUALIFICATIONS
The Program Manager must be well organized, skilled at handling multiple tasks, and able to adhere to deadlines. Other specific qualifications:

  • MA in International Studies or related field.
  • At least two years experience managing and backstopping USAID-funded programs.
  • Previous experience with confidence building programs and working in conflict environments.
  • Previous experience managing civil society and exchange programs utilizing ICT.
  • Familiarity with Georgian political environment and existing conflicts.
  • Ability and willingness to travel throughout Georgia (Abkhazia and South Ossetia in particular) and the region.
  • Strong computer (MS Word, Excel, PowerPoint) and writing skills.
  • Excellent interpersonal, negotiation, communication, and organizational skills.
  • Ability to work independently and skilled at handling multiple tasks.
  • Fluency in English and Russian. Georgian language skills a plus.
