SUMMARY OF POSITION
IREX seeks applicants for the position of Chief of Party (COP) for upcoming USAID-funded Services for HIV/AIDS-Affected Children project in Ukraine. The goal of the project is to reduce the negative impact of HIV/AIDS in Ukraine on HIV-affected children by improving family, health and community services, reducing child abandonment and improving access to prevention, treatment, care and support. The COP will direct and oversee all work performed under the Cooperative Agreement with USAID. The position will be based in Kyiv, but will involve significant travel throughout Ukraine.

SCOPE OF JOB RESPONSIBILITIES

    • Manage and monitor all program components - training, technical assistance, grant-giving – and assure that the overall project is meeting proposed objectives and targets;
    • Provide vision and strategic direction to the program;
    • Provide technical advice and support to the following areas: community and health services; family-based care; reducing child abandonment; communication strategies; working in partnership with the government and private sector;
    • Serve as primary liaison with USAID, the Ukraine government, and IREX headquarters;
    • Supervise and coordinate the work of all long- and short-term staff and subcontractors;
    • Approve and submit to USAID all reports, plans, other administrative information and budgets; 
    • Collaborate with IREX’s implementing partners to coordinate efforts and share results.

 
QUALIFICATIONS

  • MD, PhD, MPH or equivalent degree specializing in HIV/AIDS and/or Child Protection
  • A minimum of 10 years progressively responsible experience in an international development environment with a minimum of 5 years experience at a senior management level in the fields of child protection and HIV/AIDS.
  • Experience in health/social policy design and evaluation at national, regional, and municipal levels;
  • Success in leading, developing and managing USAID-funded programs with local partner organizations.
  • Technical experience working on HIV/AIDS is required and additional experience in child protection and children rights preferred.
  • Excellent interpersonal and organizational skills and the ability to interact professionally with local and foreign experts, managers and USAID mission and Ukrainian government officials.
  • Fluency (written and oral) in English and/or Russian and Ukrainian is required.
  • Willing to travel extensively within Ukraine. Experience working specifically in Ukraine is desired but not required.
