IREX holds a conference in Moscow on the Internet in Russia, bringing together leading policymakers from Russia and the United States, including members of the US Congress and the Russian Duma. Conference topics include intellectual property rights, Internet regulation, and information control in the former Soviet Union.

IREX assumes administration of the US State Department's FREEDOM Support Act Undergraduate program, bringing hundreds of Eurasian undergraduate exchange students to the United States.
