IREX maintains 16 field offices, and has an impressive alumni network of over 3,000 foreign scholars, many of whom are in prominent positions in their own societies.

IREX begins its first USAID-funded program, the Institutional Partnerships Project (IPP). IPP establishes partnerships between American universities and nongovernmental organizations and their counterparts in Russia and Ukraine. The partnerships help organizations in Russia and Ukraine increase their capacity and improve member services.
