American scholars are increasingly welcomed and encouraged by their Soviet counterparts, who are eager to learn about alternatives to socialist structures. IREX begins to work directly with individual institutions, after the breakdown of central Soviet authority.

Exchanges with Eastern Europe are hindered because of flat funding, inflation, and the diversion of funds away from scholarship and into activist efforts.
