The Soviet downing of a Korean passenger airliner precipitates
a crisis for exchanges. A series of sanctions and countersanctions results
in the disruption of air traffic and landing rights, causing exchange cancellations
and delays. For the first time in 25 years of exchanges, the Soviets recall
exchange participants in the United States out of fear for their treatment
during an atmosphere of crisis in US-Soviet relations.
Due to the tense political climate, meetings for the renewal of a formal
