The Helsinki Accords, signed by 35 nations, declare all postwar European boundaries permanent and set forth a number of basic human rights.

IREX begins exchanges with the German Democratic Republic.

To protest Soviet human rights violations, select universities refuse to accept exchange students. IREX maintains its position that intellectual scholarship should be kept separate from international politics.
