The State Department begins renegotiations of the US-USSR exchange agreement in the spring, ahead of Leonid Brezhnev’s approaching visit to the United States.

IREX, reacting to repeated Soviet delays responding to nominations of senior US exchange scholars, proposes dropping the exchange program altogether. Within a matter of months, the Soviet officials improve their responsiveness to US nominations of scholars.
